National Emergency Area Retrofit Programme

The challenge

The National Emergency Area Retrofit (NEAR) programme included the retrofit of circa 130 emergency areas, requiring 355 km of traffic management encompassing 43% of the All Lane Running network, with a delivery commitment of the end of March 2025.

What we did

4way operated as the specialist technology, communications, electrical and system commissioning partner across 12 NEAR schemes. We developed the overarching commissioning strategy, optimised the GG 182 process into a combined Consent to Implement approach, and worked closely with stakeholders to align delivery requirements and mitigate programme-level risks. Our role included managing supplier interfaces with NRTS, Colas, Navtech, and NH Bulk Purchase, coordinating civil and technology works, and ensuring readiness for commissioning.

We took ownership of all commissioning activities, from validating site data and IP address plugs to SAT testing, system performance reviews, and supporting ROC integration. Our engineers acted as Electrical Authorised Persons, managing safety-critical inspections, disconnections, and DNO coordination. We ensured all works met national standards and remained safe for long-term maintenance. And we continue to provide fault monitoring and first-line support to ensure system availability.

Results

Despite tight timeframes, all 12 NEAR Programme schemes were delivered on time by March 2025. 4way played a pivotal role, earning consistent praise for technical excellence, reliability, collaboration, and leadership. Clients commended our ability to integrate seamlessly into teams, manage complex technology, and deliver outcomes under pressure. Jonathan Goddard and Hardip Dhanda were also recognised with a Smart Motorway Alliance Production Excellence Award for their outstanding contributions to system delivery and ROC integration.
