The challenge
4way were approached by a Local Authority for procurement assistance and advice on their LED replacement project following a legal challenge during the materials tender process. The challenge was in relation to their technical specification and how it inadvertently favoured some manufacturers over others.
What we did
4way reacted quickly, conducting an initial technical review of the existing specification before recommending changes to the Council’s Legal and Senior Operations team. By providing impartial and pragmatic advice regarding the changes, 4way enabled the Council to reach an amicable resolution rapidly, avoiding the risk of litigation in the process.
4way were subsequently engaged by the Authority to provide technical and procurement advice for the second iteration of the mini-tender competition for their LED replacement project. Programme pressures caused by the initial tender process being aborted meant it was important that 4way established clear and realistic timescales for the development of the subsequent specification.
Our results
Having reworked the tender documentation in time, 4way took the opportunity to enhance the Council’s service requirements by explaining the potential benefits of adding a CMS system to their LED replacement project. Our technical advisory services therefore expanded the scope of the LED replacement project, enhancing the Council’s potential energy savings and creating a robust platform for smart cities technology roll out in the future.
